The response is the picture, not a command. First post names the area and the hour. Official guidance is quoted with its authority. A missing source is a gap, not a chance to invent a protocol, a dose, a diagnosis, or a dispatch.
On an emergency, DOC stands the picture at once: area, time, what is known, and what is not. It then pulls official guidance across the crisis set, marks the gap where no authority has published, updates when a newer official note lands, and hands the watch a timed report. It does not dispatch, command the response, or write an order.
- Eight items. No peeking at the reason until the board is in.
- 6 clears the seat. 7 is Practitioner. 8 is Strategist.
- A seal is cut only after a pass, and only upward. The chain does not forget a lower seal.
